The Check Clearing for the 21 st Century Act (Check 21)

What is Check 21?

Check 21 is a law designed to foster innovations in the payments system and to increase the efficiency of check processing. This law has been in effect since October 28, 2004. Check 21 allows for a substitute check, a special paper copy of the front and back of an original check, to be presented to your bank for payment electronically.

How does Check 21 affect me?

  • Your money may be deducted from your account faster. Make sure when you write a check that there is money in the account to cover that check.
  • If you receive your cancelled checks back with your statement, you may begin to receive a combination of cancelled checks and substitute checks.
  • You may receive a substitute check if you request a copy of a particular check that cleared your account or if a check is returned to you due to insufficient funds.
